Create or Update Project

## Beschreibung

Linear-style upsert. Pass `id` to update; omit to create. Description accepts Markdown and is converted to Tiptap JSON.

## Zugriff

Zugriffsprofil: `gated`. Module: `projects_tasks`.
Die Freigabe im Profil ersetzt keine Account-, Workspace- oder Rollenberechtigung.
